It mainly depends on your video card, but generally modification doesn't hit performance too much. Modification requires minimum a 2GB VRAM for smooth gameplay.
Possible decrease in fps are 0-5 which depend on pc spec, game settings and ingame location.
On GTX 970/AMD R9 290X and higher there should be no fps drop.
Also in some cases, modification can give smoother gameplay.

NMM: Download mod using Nexus Mod Manager and install according to following steps
Manually: Download mod, extract archive and just copy content from "Main folder" ("bin" and "mods" catalogs) and paste-overwrite with your Witcher 3 main folder.
"mods" contains main HDRP files
"bin" contains 4K Textures Config files

+ optionally Additions:
*E3 Novigrad Walls: Replace vanilla red roof on Novigrad walls to faded orange Novigrad roofs like on E3 gameplay. ATTENTION! This option may cause some crashes in Novigrad. If you experiences crashes in Novigrad, delete this mod from your mods folder.
E3 Novigrad Walls are no longer available since version 4.8 (because many people have crashes) but if they work in your case, you can just use them from version 4.6.
*4K Textures Config (Highly recommended): Enable rendering some reworked 4K Textures (original it's maximum 2K) and increase textures budget. This option is recommended for best visual experience. Also in some cases it can give smoother gameplay.
In order to 4K Textures be visible, you must have textures quality on highest option (ultra/uber)!

This mod requires the highest priority among textures/meshes mods, this will avoid of any errors and glitches. So if you are using other texture/meshes mods, you must set the highest priority to this modification.
How to do it:
1. Go to "C:\Users\[user_name]\Documents\The Witcher 3\" and create file "mods.settings"
2. Open this file (in a text editor) and paste there:
[modHDReworkedProject]
Enabled=1
Priority=0

[mod_OtherModName]
Enabled=1
Priority=(from 1 to 9999 - lower number means higher priority, eg.: 5 before
8)

And so on...

3. Save.
4. It's done. Enjoy!

NMM: Just unistall mod using Nexus Mod Manager.
Manually: Delete folders "modHDReworkedProject" and if use "modHDReworkedProject_E3NovigradWalls" from your "mods" folder.
If you have installed 4K Textures Config but you want back to original configuration files, copy "bin" folder from "Config backup" and paste-overwrite with your Witcher 3 bin folder.
