Progress Test 4 Writing Model Answer:
Executive summary
Introduction
The company is growing fast and, in order to expand, we need to set up a new subsidiary in a region that offers a stable economy, skilled workers and – if possible – tax incentives. We have looked at two possible regions: Arcadia and Batiku. This report compares the two regions with regard to their local economy, labour force and government tax incentives.
Findings
Arcadia has a stable economy. The inflation rate is low (2.4 per cent), and the exchange rate for the local currency is strong. Batiku, however, has a weak economy with high inflation (14 per cent and rising). The local currency has devalued by 5 per cent in the last year.
Arcadia has a strong labour force with a high number of skilled workers. Unemployment is only 5 per cent. Batiku has a high unemployment rate (16 per cent), and not many of its workers are skilled.
An advantage of Batiku is that the government is offering low rates of tax to new businesses: only 8 per cent in the first three years. In Arcadia, however, there are no tax incentives, and the tax rate is 35 per cent for all businesses.
Conclusion
The tax incentives in Batiku are attractive, but Arcadia offers a much more stable economy to locate a new business.
Recommendation
We should set up our new subsidiary in Arcadia.
